Most NPPCs couldn't afford to oust the NPCs, as they were on a time crunch and needed to work with what they had. A position at the time had been a punishment, but thanks to the efforts of SUNken Reef, it was about to become of strategic importance. All over, NPCs who had been cast out of the kingdom's sphere of influence for one reason or another occupied these positions and needed to be dealt with.
