The first class glances over the picture of the scene. "You mean all that was left was their dog tags and spider web like cracks on the ground"

They nod. "it is similar to the case revolving around rank 2 investigator Koutarou Amon. He was found unconscious at the scene in the 20th ward and all that remained from First class investigator Mado."

The nod "but we don't even know what it looks like". They shake their heads. "Amon woke up and immediately scream about a ghoul and how he would kill him with his own hands when ask about it. He got extremely Violent".

"Saying I quote I'll Kill that fucking bastard with my own damn hands even if it cost me my life. He explained that it wore a plague doctor mask and Long dark cloak as well as possessing a Golden coloured skull cane.

"hmm do we have any results on people who possess a Golden Skull coloured cane" the man shakes his head. "Nobody within history or even known possesses such a cane.

"so you mean this Ghoul Possible male Doesn't even exist?" They nod again. "There is no such thing or information regarding any of these items, people or such a type of Ghoul."

"send this higher. I want Information Regarding this unidentified Possible new type of Ghoul." the Documented Information is sent higher in the chain even the special classes unable to identify it"

(Months later)

The Specialist class glance over it. "I'll take this investigation myself" they nod. "Very well" he leaves the meeting room walking towards Amon.

Reaching his recovery room, he enters. "You're Koutarou Amon Correct?" The Stud head turns towards him. "Yes, I am. " the investigator reach his hand out.

"hello I'm Special Investigator Hideki Shun" Amon grasps his hand shaking it. "Pleasure to meet you, Shun-Kun," he nods. "I'm here to investigate Suspect 632"

"632?" Shun passes him the sheet he reads over it. "The Ghoul that eliminated Made-Sensei, correct?" his eyes grow sharp. Shun nodding. "Indeed, the ghoul is suspected for the death of 82 investigators in total."

The board cracks under his strength. Shun looks at it before taking it back. "Do you have any more details on this ghoul presence?" Amon sighs. "He only presence within the 20th ward."

"The first Time Mado and I met him was possibly during the hunt for Ryouko and Hinami Fueguchi. Unconfirmed though a man did take the corpse of Ryouko Fueguchi well threatening Mado-Sensei with His Daughter Akira Mado."

"oh did this man? name himself. " Amon shakes his head. "that man was in no way a human. His strength was higher than even Ghouls of SS Possible SSS." Shun nods, placing his hand on his chin.

"So we have a ghoul who is potentially above SSS who doesn't have a name or an existing identity" Amon Nods again "who capable of making ghouls if he so chooses" Amon pitches into Shun conversation with himself.

Shun eye narrow. "what do you mean can create ghouls if he so chooses" Amon shivers "His Kagune isn't attached. It's detached, and the only defining feature is that it's a mist of RC that covers the ground, thickening the longer the fight goes on."

"So we have to end it quickly. " Amon nods. "But it's odd how easy it seems he didn't even use his Kagune to deal with me, but only Mado."

"as if Purposeful bringing out Mado's Ghoul Fanatic tendencies" Shun eyes widen "he wanted Mado to take an interest" Amon nods "ah I see" he stands up.

"thank you for your corporation, second class investigator Koutarou Amon" the man lays down, closing his eyes. "your welcome" he leave shortly after.

All the information written down. "A Ghoul that specifically shows Mado-Senpai his Kagune to draw on his Ghoul fanaticism" his eyes grow sharp and emotionless.

"this Ghoul is quite Cunning" He continues walking "to be able to put Mado-Senpai off guard with his Ghoul Fanaticism by using his Kagune to reduce his will to hit him."

"Indeed, very cunning" he glances around the area having been lost in thought until he reached it cut off by police tape. "Hmm." he glances at the railing.

"Amon Smash into that with mild injury and major Back damage but could still walk to the branch office to get medical assistance" he looks at it.

"It should've snapped from an impact like that, but it didn't." His eyes grow wide. "the ghoul held back to do what though protect Amon or something else"

He looks at it before jumping down, dust billowing up. He looks around the empty scene before staring at the wall, seeing a tint of something.

"invisible Ink?" he pulls out an ultraviolet high range flashlight shining it on the partially submerged bridge pillar upper part. The word glows up.

He looks at it. "Imperator?" he moves as close as possible before pulling out a phone. "Can I get a bridge inspection team?" the other side remains silent.

"[affirm location]" he stares at it momentarily "underneath the bridge of special case X." The command centre officer habitually nodding "[Affirmed location sending team]"

he walks to the top standing on the side of the bridge, the large vehicle pulling up having a long crane with a box on the end it stretches out.

He gets in. "lower me under the bridge on the East side of the 2 bridge support" the crane lowers to the area a more precise glow emitting from the word.

"yep it's Imperator." He pulls the radio. "Ghoul name identified Imperator mark target case X." the name is added under the File "portrait. A plague mask, long black cloak and a top-hat Identified weapon golden Cane with a skull shaped handle or a Long blade."

The Portrait is implemented. "Known details his Kagune manifest as a deep red Mist that he has complete control over and can change forms accordingly. Apparently he uses a long blade held in the backwards position."

The investigation continues nothing more than being found at the. Seen them sigh, leaving an assistant special investigator following beside him. "Its name is Imperator, and that translates to a supreme power in roman terms."

He writes down his theories and predictions, closing the booklet and locking it. "classified X case" getting up again "time to go on patrol until Imperators next Move"

Christopher glance up. "Hmm somebody talking about me, I can feel it" he enters glancing around seeing the almost Dead Kaneki Yakumo look at him"

Touka coughs before backing up. "Ok now you've signed your death warrant," Yakumo laughed at him before a spike stab right through him, missing his heart by inches.

His attitude abruptly changes. "A Ghoul," Christopher snicker. " A ghoul, the only ghoul I see here is you"

(So to explain why they are already making Christopher suspect number 1 even though he doesn't have an identity and is an unknown variable. His entrance and taking of Ryouko supposed Corpse to them was considered suspicious and him slamming Mado like a rag doll made him even more suspect they do not know him, but they do know he exists. And is a viable candidate for Imperator aka Christopher ghoul mask name)
