Despite his current dao for wine and the rest being starters, Lich still got the bloodline ability and the corresponding ones. This was one of the new laws put out that changed the world tree. This was to push the standards of locals and users to be near the same.

Because starting a dao in the chaos tier started giving the end ability you would get at finishing the first tier, many people experienced getting power they were not ready for. The locals also got laws in their favor while putting the users down. The only one to not really get affected were the wild ones of the dao.

Though because locals now got power handed to them right away, the wild ones were in more danger and were pushed to the bottom.
