He was almost certain that the difficulty of creating merged laws wasn't significantly greater than crafting martial arts techniques. Yet, martial arts techniques were relatively widespread and could be purchased for as little as a thousand energy pearls.

The reason was simple: no Truth Chosen would ever willingly leak such a technique. Even he had created only two merged law techniques in his lifetime, and he gave them to his wife and son. Not once had he considered sharing these techniques with the army or creating additional merged techniques for them.
