Chapter 38 - New laws and Regulations
"Why the pokemon center is so crowded?" Itsuki looked at the group people around the pokemon center tower. Itsuki couldn't understand what was going on, why there was so many people near the pokemon center.
"We will find the reason once we enter the pokemon center." The pokemon tower was located at the center of the city. Itsuki knew with crowded roads it would take him sometime before he could reach the Pokemon tower so Itsuki got into a public bus which was also heading towards the pokemon tower.

After sitting near the window, Itsuki noticed that most of the passengers in the bus are pokemon trainers. With his enhanced senses, Itsuki could hear some passenger's words who sat near him,
"Bro, which pokemon are you going to sell?"
"I am planning on selling my Magikarp and few other wild pokemons that I have captured on my way to Saffron city."

"Selling pokemons?" Itsuki couldn't hold his curiosity anymore so he looked back at the same two boys who were talking among themselves.
"Brother, what is selling pokemon you guys are talking about? Do you perhaps know the reason for such large number of crowd near the pokemon center?" Hearing Itsuki's words both boys looked each other and chuckled.

"Hearing your question, I can say that you don't know about the new law passed by the elite four." Hearing the boy's words Itsuki felt even more confused.
"New law?"
"The new law states that pokemon could be sold and bought in the pokemon center. Not just selling pokemon, you can even get mission which comes with rewards." Itsuki didn't understood much from the boy's vague explanation.

Itsuki turned around and decided to ask the system.
"System tell me everything about this new law?"
[This new law was passed about 71 hours ago by the pokemon peace maintaining authority. The law was passed to balance the distribution of pokemons. This law was also passed with intention of helping trainer's to get more resources by selling pokemons. The pokemon peace maintaining authority was considering passing this law for years but no one wanted to take the last step. But few days ago, the public learned about pokemon black market runned by team rocket, the news pushed the pokemon peace maintaining authority to bring this new law and rules.]

"So I am somewhat responsible for this new law?" Itsuki didn't know if this law was going to benefit people or harm people.
[The pokemon peace maintaining authority has invented a machine which could check the condition, level and the number of moves known by a pokemon. Each pokemon is sold according to the condition, level, and number of moves known by the pokemon. The price of the pokemon also depends on the rarity of the pokemon. Like common bug type pokemons would the cheapest while types like ghost, dragon, fairy, dark, electric would be sold in high prices.]

[Each pokemon price rises with its level. The levels are also separated in different categories.
_Level 1 to 10 is 1st order.
_Level 11 to 20 is 2nd order.
_Level 21 to 30 is 3rd order.
_Level 31 to 40 is 4th order.
_Level 41 to 50 is 5th order.
and the order keeps increasing with each 10 levels. To understand more clearly, Zeraora is currently at level 38 which would be peak of 4th order. Since Zera is a mythical pokemon and also is electric type, Zera price would be very high.]

"With this law, the rich can buy any rare pokemons. Even a talentless rich kid would able to win a league with his or her owned rare pokemons." Itsuki massaged his temples.
"With his law, the pokemon Indigo league would become even more difficult. Those who have money could just buy 4th order or 5th order pokemons and use the pokemons in pokemon league. But this law also has its benefits, as long as a trainer is talent enough he could use this law to get more money and resources to raise his pokemons levels."

[Master you misunderstood one point. When a pokemon level reaches 3rd order rank, it become very difficult for that pokemon to increase its level. It takes years for that pokemon to reach 4th order rank. That is why Cynthia's pokemon levels is on peak of 4th order. In my estimation, her pokemons should reach 5th order in this month or even above if her Gabite evolves. The reason Master was able to increase your pokemon levels so quickly is because you have knowledge and a advance system.]

"If Cynthia manages to evolve her Gabite then it would be very difficult to beat her.
[Also the no trainer would sell their 4th order pokemon for money. In this four days only 11 people has sold 4th order pokemons. Each pokemons was sold for more than 1 billion P$ in the auction.] Itsuki sucked some cold breath. If selling a 4th order pokemon could make a trainer billionaire, then some greedy trainers will happily sell their partner for money.

Itsuki was talking with his system, didn't realize that he had reached the pokemon tower. Seeing people exiting the bus, Itsuki also joined the line and exited the bus.
'This place is more crowded than I thought.' Itsuki thought while looking at the entrance of the pokemon tower. Along with others, Itsuki also entered the tower after showing his trainer ID to the security guard.

"This place is bigger than I thought." Itsuki looked at the interior. The base floor was filled with people, there was barely any space to walk.
[Master the base floor is meant for pokemon treatment and pokemon healing. Starting from the 2nd floor all the way to 10th floor is the floors where Pokemon are currently being sold. There is also pokemon shop and other pokemon related things in those floors.] Itsuki nodded and somehow squeezed inside the elevator. After getting inside the elevator, Itsuki was stuck in the middle. Itsuki almost suffocated or throwing up from being squeezed in the middle.

When the 2nd floor door opened, Itsuki immediately escaped out of the elevator for his life. "I almost thought I was going to faint there." The reason Itsuki said those words because he smelled a strong rotten smell coming from one of the guy who stood near him.
"I don't think that fatty has even taken a bath in his life. Just remembering the bad smell, makes me wants to throw up." Itsuki felt very disgusted. Itsuki's senses had enhanced after awakening Aura, so his sense of smell also had increased.
"Fortunately, I had held by breath otherwise I would have thrown up whatever I ate during lunch."

After taking few long breaths, Itsuki calmed down. Itsuki saw a big screen where all the rare pokemons names was shown.
The list showed top 11 rare pokemons which are going to be auctioned later tonight. Near the name, the levels, age, condition, type and moves of the pokemons were also showed. Seeing the list, Itsuki didn't had any interest in buying any pokemons so he quickly moved on.

Moving the past the big screen, Itsuki saw several machines, the machines had pokeball scanner in them and a computer screen to display the scanning result.
[There is two methods of selling pokemons. First is directly selling pokemon to the buyer. The shopkeepers would buy the pokemon at a certain price and then sell that pokemon to another person or trainer for a certain price, while maintaining his profit. The 2nd method is faster compared to the 1st one. If a trainer has rare pokemon or a high level, then she/he could auction the pokemon which is held everyday.]

"Interesting" Itsuki hearing the system's words suddenly had an idea in his mind.
"What if I could turn this entire thing into a online process. Trainers could transfer their pokemon from one pokemon center to another, from one part of the world to another part of the world. The trainer could buy a pokemon from another region and then receive the pokemon he/she bought from the nearest pokemon center. Since the bought pokemon would be transferred to the nearest pokemon center."

[Master I think your idea is really awesome.] Itsuki nodded.
"Before that I plan on opening my own company and recreate mobile phone which would have the same function as a pokedex." Itsuki grinned and walked to the nearest scanning machine to check his pokemon level.
