Each clone is their own being. They are not a single entity, so no one can force the others to do something. But they all have the same memories and have the same motivation, so they work together.
This might have something to do with the fact that they are products of the original Jason's Supreme law. Either way, they are all willing to sacrifice their lives in order to achieve their goals.
Unfortunately, quantity doesn't make up for quality. Kings of law fail to become titans of law with just one law. They, on the other hand, have to overcome a difficulty that is 4,294,967,296 times that of creating a concept with just one law.
By their calculations, they might need at least 8.7 x 10^36 clones to try out all the different possibilities that they can make with 33 laws. That is if none of the clones make mistakes.
Even if they have that many clones, they don't have the time to make the concept. The void universe is ending soon.
