Drake saw it first through the cameras in the surveillance room. As a precaution set up at Amanda's order, cameras had been placed all around the city in strategic places that minimized the number of cameras used but also covered as much ground as possible without costing them too much or creating blind spots.

Limiting these cameras also reduced the number of screens they would have to look at. For that reason, it was easy to set up a system that they followed when looking at the cameras and monitoring patrols.

Because someone in the surveillance room truly lacked the mind to focus on so many screens at the same time, patrols were still necessary.

The cameras meant to catch signs of Benji's arrival were the ones looking out into the woods. Fluttering dots filled the screen as flocks of birds flew out of the trees in a wave that began to fill the video feeds of the cameras like an infestation from another world.
