And that video is nothing else but Alex's fight with the Killer Clown. 

But with the changes that have happened in society these past few weeks, such a thing should no longer happen.

The government has confirmed it and even conducted recruitment for people that they will send to Alter Dimension.

This means that their thinking should have also transitioned from the normal mindset to one where monsters and the Alter Dimension exist.
