You lie flat on your belly, and crawl forward to the nearest clump of rubble in front of the building. Without knowing the sniper's position, you essentially have to guess where he will or won't be able to see you. You're taking a risk each time you act—not unlike running a company, really.

Of course, sometimes you have to judge when a risk just isn't worthwhile. You soon see that, whichever way you go, you'll be exposed for longer than you'd like. If the sniper happens to point his rifle your way just then—and, really, there's no reason he wouldn't—you'll be dead.

You grimace, then slither back the way you've come. You'll just have to find an alternative strategy. Still, you take some small solace in the fact that your skill in spotting unjustifiable risks has probably just saved your life.
