Someone reincarnated in the shire with a kingdom building system so they can prepare the shire for Sauron's return which they have been warned would this time include an army of Mordor attacking the hobbit settlements as a way for Sauron to demoralise the elves, Gandalf and Aragorn and his rangers, as well as the Half-ling thief that stole his ring.

They can create education, better farming, better armour and weapons, make an army and trade etc.
