You start with some sort of gift pack, since this idea is mainly for you to be a shop keeper the system is focused on that aspect.

If you want to add more Naruto power then you can make them milestone rewards, sold 100 scrolls be rewarded with genin chakra and complete control.

The currency for the system will be for every one vali( or whatever currency used) you get one system $, this is because it is bad for the economy when money just disappears, honestly systems were they actually use money would eventually effect the world economy very badly.
