Wants

Treni had seen it before, in a human empire from long, long ago. Its people had gotten rowdy, anguished, and restless. Something about life in a city made it so. They had no real reason to complain, so they looked for reasons to do so. 

"Boredom, most likely," thought the goddess. And she was probably right, considering what the emperors of old did to get the minds of their subjects off their imagined misery.

They entertained them.

The emperors of the past had been lazy, of course. They'd simply built stages for slaves, prisoners, or war criminals to kill each other in fights. That would only engender discontent, as she'd seen happen, and it was better to keep the people numb, but content. Thankfully, another culture had also come up with the answers for that.

Those answers were plays, and promiscuity, which had to be open to anyone.
