It is reasonable to anticipate that the amount of resources required to construct a permanent survival and observation base on the moon will be comparable to those required to construct the Crimson Heart spacecraft. Naturally, if human civilization gives this issue sufficient attention and goes all out, the construction period will be shortened a great deal; however, it will still take at least two years, and it cannot take any longer than that.
