The Council Headquarters is indubitably one of the most secured places in the known universe. Even with its other floors open to prestigious guests, its security is top-notch. Ever since the building was first built, no criminals have ever entered the building— or at least that's what the records showed. In any case, the Council Headquarters is probably the safest place in the known universe. 

Then again, this is also due to the fact that the influence of the Council is heavy— too heavy in fact that no one would dare go against it. If there's someone who would oppose it, then he'd either be sent to a mental institute or be killed in an instant. Of course, no one knows anything about it since the Council keeps it under wraps. And if there's a certain writer or reporter who would ask questions, they'd either make the excuse that the said person was crazy, or that the said person died in an unknown accident.
