The Academy was located outside the Empire.The place is located in the middle of nowhere, with trees and spell casted upon on the place to protect the students from any danger lurking outside.

His travel can take 5 hours long before he can set foot inside.He then grab his bag, took out a sealed letter that Arthur gave it to him yesterday.
