A new council member gets elected if one dies or will resign. due to an unstable government, the hunters hold most of the power. And wealthy powerful hunters bribe the council to give them power over a few planets. nut there are only a few planets that are habitable and the remaining planets are mined or drilled or destroyed for their precious minerals. The rarest one is a metal called scorching steel the most powerful steel in the galaxy. Now, comes the third, corporate and business people are the third class, still looked awful by upper class but they can live a happy life. now comes the 4th the citizens. which covers over 98% of all people. life is a nightmare if you live in Capitol as a normal poor citizen, treated like shit by their upper man, and gets recently robbed, it's hell to live in this city. but, most people choose to live like this for the basic wages given here for jobs that can't be done by robots, since there are only ones here to assist the job.
