The user can manipulate the space-time continuum of every reality, whether it be a higher dimension, a parallel universe, a dream world, etc. They are able to bend, distort, and alter the very fabric of existence anywhere and everywhere to their desire, even locations where time and space may not even exist.

This includes the boundaries that separate the differing worlds and planes from one another, which can be utilized to reach cosmic endeavors. Such as combining timelines, merging worlds and locations, even switching/replacing things between dimensions. In essence, the user is able to exploit anything within the confines of the Multiverse (or even the Omniverse) for their benefit.

The user can teleport absolutely anything to literally anywhere: any place and time they desire, including physical locations such as: in a locked room, in Space, in Heaven, or in Hell, as well as metaphysical places such as: inside a dream, inside a heart, inside thoughts, and even inside people or yourself.

This power also allows its users to teleport concepts into the physical world, like memories and thoughts, and bring anything into reality.

Basic Level: User is capable of teleporting short distances, from one side of a room to another, or a few blocks away. User can only teleport themselves and very limited amount of mass, equal to what they are wearing/carrying.

Advanced Level: User is capable of teleporting large distances, from one side of a field to another, or a few kilometres or so. User can teleport limited mass, equal to several people/heavy household appliances.

Expert Level: User is capable of teleporting thousands of kilometres, on a continental scale. User can teleport mass equal to a bus/industrial machine.

Master Level: User is capable of teleporting on a planetary scale, moving anywhere on the planet or possibly to the closest satellite such as the Moon. User can teleport mass equal to buildings.

User can manipulate and alter any variables, including those nonphysical and more abnormal in nature. Allowing the users influence and control beyond those that only exist in the physical realm.

Examples of those in the more abnormal and nonphysical category includes, but not limited to: theoretical laws, philosophical ideas, and other notions of similar nature, to which users are allowed to enable/disable/modify/rewrite and in turn, can cause a tangible effect on reality in a potentially higher magnitude than just altering those of the physical existence.

That said, there are a couple flaws, for one example, the user may accidentally cause an irreversible change if not careful, potentially causing massive damage to the variable, the world, or both. However, if used properly, many wonders can be achieved with this power, and with the world being the testing ground.

The user has the capabilities to create and assume control of concepts that aren't of a general mind-scape. The insane, illogical, contradictory and irrational to name a few. These ideas are capable of infinite diversity as there are more things alien than there are that are well known or known at all. The concepts can vary from point to point so examples can include; an irrational form of causality, probabilities that can surpass and go beyond one hundred percent or below zero percent, beyond absolute fire or lower than absolute zero, going beyond boundaries and infinity, or even just making them non-existent, creating an infinite hierarchy of infinites. In basic terms, the user transcends all normal understanding.

These "ideas", if they can even be called that anymore, are by default, inconceivable. This could mean a lot of things: it could possibly interfere with other concepts, or it could reside outside of the Omega Omnisphere (it's possible but not probable) and even more. We can't fully understand it even if we tried, as it is alien and it won't be anymore if we were able to understand it. To the user, however, it is normal, probably along with everything else. So it is more so being alien to everyone but the user that makes the concept labelled as such. Since these are alien concepts, they may need to filter the concepts they use, for other's sake.

Unlike normal Concept Manipulation, which generally requires newly created concepts to be consistent with pre-existing concepts, this power has no such limitation, and can create concepts that are completely contradictory to already existing ones, potentially interfering with or even outright replacing normal concepts (potentially with disastrous results). For example, a normal Concept Manipulator could make use of Causality Reversal by warping the normal concept of Causality to flip causal relations. A Meta-Concept Manipulator, on the other hand, could simply create an entirely new form of causality in which the event designated as the 'effect' precedes the event designated as the 'cause', meaning that once the initial event - the 'effect' - has occurred, the second event - the 'cause' - is inevitable and unstoppable. They could then enforce that new form of causality onto their actions, completely replacing normal causality, and rendering all of their actions unstoppable. Due to the alien nature of this new concept, it would be completely beyond the scope of a normal Concept Manipulator, hence why Concept Manipulation is considered to be weak to Meta-Concept Manipulation.

Levels

Low: The users at this stage are limited and/or unstable with their current capabilities. They have very little grasp on the alien concepts they are able to control, and are likely only able to use them at full force or at all when under emotional stress. Also, if they tap into more powerful unorthodox concepts, they will have major drawbacks and the repercussions won't be trivial. They also may not be able to create refined concepts either, or even interfere with normal ones. These users have little power, potentially only being capable of using their powers for highly mundane applications, and may not be able to interfere with normal concepts. However, they can learn, and that is a driving force of this power.

Middle: At this stage, the user most likely has a good comprehension of the concepts they use, and are even more likely stable. They are able to control stronger abnormal concepts, the drawbacks are reduced, even if by only a bit, and they can do a bit more than the prior mundane applications, likely being able to interrupt in earthly concepts. They can also create less crude concepts that are more usable. These people do have combat potential, though there is still room for improvement and a need to learn more.

High: This is where the users have far fewer limits and, not to mention, have a impressive comprehension over the alien concepts being thrown around. They can assume control of some of the most abnormal concepts with near perfect stability, and distort earthly concepts even further to near the breaking point. The repercussions of the use of the power at this point are limited or trivial in comparison to lower tiers, and they can create impressive new alien concepts. While there is room for improvement and knowledge of use, it is little.

Absolute: This is the best of the best and the users can't improve any further. The user has perfect comprehension of all alien concepts, no limitation on what they are able to achieve, and are even capable of completely ending other concepts. They can perform any feat they wish, whether it be contradictory, illogical, abnormal - the list can go on and on. Repercussions are gone or so little as to be unnoticeable, and the user is capable of creating concepts incomprehensible to anyone but him/her self. There are no rules to this person, only a kingdom to rule.
