Elias was surprised by what she just said. It was among his expectations that the Heads would try to exert their dominance over him but he didn't know that they were being hindered.

What he assumed was that they were actually afraid and uncertain of his power level. It will be detrimental for anyone to attack him, even if they win then the injury they may incur will leave them vulnerable to attack from other heads.

That wasn't his only assumption. He also assumed their Title as Head doesn't allow them to attack anyone. So they can only send someone to do so.
