In the Chaoyun Sect, due to its uniqueness, outer disciples like Xu Chang'an, who come from the Lower Realm, are relatively rare. Otherwise, the North Garden, provided by Celestial Bright Peak for Lower Realm disciples, wouldn't be mostly empty.
Even if there are new disciples stepping into cultivation, most of them first join other sects, and then, depending on their aptitude and their sect's attitude towards Chaoyun Sect, they decide whether to send them to Chaoyun.
So, other Disciple Peaks have a continuous influx of disciples.
Only Muyu Peak is different. After all, the main peak of the Hehuan Sect is now Tripod Heart Peak. Aside from historical ties, Muyu Peak no longer has any relation with the Hehuan Sect. This place has even subtly become a power solely belonging to Chaoyun Sect.
