Maybe that's why they are trying to get them close so the plot can say the same. And I can assure you they are doing a better job than me in this case. Anya is my sister, that's why I am not able to manipulate her in the way I do with other people.

Thirdly, they work in the shadows like me and don't want to reveal themselves that easily. That's why all the students they have contacted were via letters.

And lastly, they are a person of their word. I don't know much but until now what was written in the letters was done, even the part about providing Winston with money after he did what was told to him; I confirmed it personally.

To sum it up, I don't who X is but I know several things about them. I am not getting deep into it right now since my main focus is to avoid the death set for me by the plot.
