The city center is very bustling, even more so than Card City, with a slightly more technological vibe, since the city is built in three layers: underground and aerial.
Underground transportation tracks take up most of the space, keeping the city environment clean and tidy, so the general residents of Flower City travel mainly through underground transport—though aircrafts are also an option, but they're not government-funded.
Besides transportation, the underground level houses large entertainment venues, a city library, and some minor government units.
The ground level is mostly residential areas, commercial zones, and the core of the District Government and its immediate jurisdiction. Notably, the District Government's main office isn't within its jurisdiction but adjacent to the city center.
One might wonder, if the jurisdiction doesn't allow ordinary people in, wouldn't it be better to build it high in the air?
