Anyone that heard that lost their sense of hearing and sense of sight. They became just dull and stood still.

Powerful NPCs found the place and tamed it to a degree and used it for various training and research.

They found that only Grade 3 and above can see through the distraction and anyone below will find it hard to find their way.

Then they weaponized it. They can amplify that ability or reduce it. They can even extend the effect kilometres beyond its normal range and trap their prey.

They can even copy the effect and take it elsewhere and gradually guide unsuspecting prey toward it.
