The future plans of the government

Emperador's Bunker, under Bolívar palace, UFSA:

Emperador Mateo Alejandro was seated at his desk. It was simple oak, assembled back in 1985 like this bunker. Behind him stood 3 bodyguards, and in front of him was a monitor with a sat link video conference. On his screen was his chief of staff, 4 scientists, the 3-star general Maximino César of the national guard, and the 1st senator of Mexico, Alonso Grimaldo.

The people facing him in this conference were the only ones who knew the extent of their situation and they were about to explain it to him.

One of the scientists started. "My Emperador, I am Valero Paulino, the head of Central Satellite command. We have been cross-checking all information coming from satellites and its all points to one conclusion. We, and all our territorial assets, have transferred to another world. The UFSA is in a similar position as we were in our perilous one, but Indonesia has been turned and pulled to our coast near Chile, about 200 miles. Guam has positioned itself about 50 miles off the southwest coast of a Germany-sized island and the Philippines by a afrika sized continent. Our overseas bases seem to have merged to create islands based on their regions and are spread around the world near continents."

Another scientist chimed in "The makeup of this air is also cleaner. Barely any greenhouse gasses to speak off. More importantly, we can detect no cesium-137 in the atmosphere. These are particles released by the destination of nukes and have been present in everything since 1949."

Emporer Alejandro's mind attempted to wrap around this information. They had just been whisked away from the earth? "And do we have a scientific answer for this predicament?"

The senator of Mexico coughed, getting the others to pay attention. "My Emperador, excuse me for my interjection, but how exactly are we going to inform the public of this information. We won't be able to hide it for long."

Mateo tapped his desk for a few seconds before he decided. "We will tell them the full truth. They need to know what has happened to us and all their friends around the world."

None of them looked like they wanted to speak, but his chief of staff broke the silence "My Emperador, due to the unknown cause of this accident, I suggest we declare martial law in the entirety of the UFSA and its territories. Our people are not dumb and will catch on to how quick resources will dwindle with this transfer."

He nodded his head. "Yes, we must be sure to implement rations. Off the top of my head, I know we import more trees than we harvest and more meat than we slaughter. On the topic of this discussion, how do we believe our people will take this?"

General Cesár chuckled. "We live in a nation of nationalists. They have a deep trust in their government, though that patriotism might plummet depending on the intensity of the rations."

Mateo pulled out a piece of paper "Chief of staff, I would like you to get together with the committee and organize the new acts declaring marshall law and figure out how intense rations should be to allow for up to 10 years of use, possibly more. Also, please communicate with the 4 stars Generals and allow them to inform their 3 and 2-star generals of the situation. General Cesár, prepare those under you for the coming events and gather your resources. I would also like you to send out air patrols and weather balloons to give a clearer picture of what is happening. Senator Grimaldo, inform the senate of my decisions and prepare to pass the legislation as soon as it is roled out of my office. All of this needs to be ready by 7:00 pm for announcement to the public. I know this is a hard deadline, but the longer this goes on, the wearier the public will become of us. Scientists, I believe you wanted to talk to me about the humans in the wooden boats that Guam encountered?"
