"Damn it!" Sengoku smashed his fist on the table and roared. His anger was released alongside Conqueror Haki when he saw the loss of their marines.

On the other side, Tsuru and Garp remained silent. That being said, Garp was screaming in joy in his mind.

A joy that he couldn't share with his colleagues.

Clack!

Suddenly, the door opened, and a tall man with a broad chest walked in. He wore a marine cape and a hat. His attire was red, reflecting the anger in his eyes.

"Mr. Sengoku, this is why you should've sent me. That guy Aramaki not only got beaten by the Straw Hats but also made Kuzan and Borsalino retreat."

"Now, our marines have lost a war in front of the entire world."

"You think I don't know that?" Sengoku jumped from his seat and screamed at Akainu.

Garp and Tsuru were surprised by his rage, though Garp felt a bit conflicted. The reason why Sengoku didn't send Akainu was entirely due to him.

Sengoku slowly controlled his breath and calmed down.

"You think I can't see the results? You think I am not angry at the loss of the marines."

Akainu was stunned by his reaction, not knowing that Sengoku could react like that. He looked a bit confused as he asked.

"Then, why didn't you?"

"Because they would've run away." Sengoku gritted his teeth and answered.

"When Yamakaji fought against Straw Hat Pirates, he learned some information about them. Akainu, you are the head target of that pirate crew."

"Whether it is because of the Ohara incident or something else, they will do anything in their power to kill you."

Hearing his words, Akainu narrowed his eyes, and his fist almost turned into magma.

"But, they can't kill me."

"No, they can't." Sengoku nodded his head and continued.

"But they can get help. Even before this battle, they had the power to suppress or even make you retreat. But that would only be possible with a team battle."

"So, they will avoid you until they can get more allies or even stronger allies to distract your forces until they can get you alone. That's why I didn't send you."

"That's why I send two admirals. I wanted to be sure that Straw Hats would be dead in this battle. But I didn't account for their growth in just a few weeks."

Hearing his words, Akainu no longer tried to argue with the Fleet Admiral. He knew that his argument was simply trash against such logical reasoning.

"We could easily take his territory before even he could react. Did he not consider this?" Gion asked.

Sengoku shook his head.

"Considering his mind, I highly doubt that. Every emperor has a certain kind of strength. Whitebeard has the largest fleet among all emperors."

"Big Mom has control over the information. Sometimes, she could receive certain information even faster than we could. Kaido has a monopoly over Seastone and weapons."

"As for Red Hair Shanks, this is the only emperor who has control over the underworld sea travel. Most people often overlook this aspect of an emperor."

"They aren't just emperors because of their strength. It is also because of their superior control over a certain system of the world that could destabilize the world."

Tsuru interrupted.

"Transporation! There is nothing to say about this. He wants to get control over the transportation of the Grandline."

"That's insane. We can't let him do that." Akainu immediately understood Liam's intention and shouted.

"That's the difference between us and pirates, Akainu." Sengoku sighed and stood up.

"Straw Hat Pirates are now the fifth emperor of the sea. With the strength of their Captain and Vice-Captain, they are capable of fighting any other emperor without losing the battle."

"Unless Marines want to start a war against an emperor, we can't attack them. If we do, we will be facing the wraith of an Emperor."

"Tsuru, I need you to increase the bounty of Straw Hat Luffy and Vice-Captain Liam."

Tsuru nodded her head and left the office.

Sengoku turned toward Akainu and said.

"I know you want to fight them, but we can't start a war against an emperor. This failure will make pirates all over the world excited. I want you to start destroying those pirate crew."

Akainu was originally angry that he couldn't attack the Straw Hat Pirates. Despite being a follower of Absolute Justice, he knew the consequences of starting a battle against an emperor.

So, when he heard Sengoku's order, he left without hesitation. He needed to let out that anger and frustration. And, those pirates take on his anger.

As soon as Kizaru left with Aramaki, Liam and Luffy stood in front of their crew, facing Kuzan.

Luffy turned his head toward Liam and raised his brows.

Liam noticed and nodded.

"It's your call, Captain!"

Luffy giggled and held the straw hat hanging on his neck. He put the straw hat on his head and looked at Kuzan.

"You lost, Marine!"

This was it. This was his declaration of the result of this war. This war is between the Straw Hat Pirates and the Marines.

"A-la-la! We lost miserably. So, can we leave?" Kuzan rubbed the back of his head and asked. If it was another emperor, he wouldn't have said this.

Perhaps it was due to that smile from Luffy, he had the guts to say this.

Luffy snapped his finger, pointed at the ship, and said.

"Leave!"

At the same time, Luffy turned his head toward Merry and shouted.

"Merry, announce it to the world."

Kuzan knew this was the moment to leave. So, before Merry could say anything, he turned around and left.

Merry, who was holding the transponder, had a massive grin on her face. She shouted with all of her strength.

"In the war between Straw Hat Pirates and the Marines, the winners are Straw Hat Pirates!"

Saying so, she jumped down from the ship and rushed toward the crew. At this moment, Luffy and Liam looked miserable.

Others looked much better, especially after the treatment from Chopper.

Merry brought the transponder snail to Liam. He looked at Luffy and nodded.

Luffy also nodded as Liam started speaking in the transponder Snail.

"Marines, Pirates, Revolutionary, World Government, everyone who lives in the Grandline is currently watching this battle."

"We, Straw Hat Pirates, hate bullying others. So, I will leave this warning right here. Water Seven and every single railway track connected by it belongs to Straw Hat Pirates."

"If your stupidity, arrogance, or reason makes you attack those railway tracks or trains, you will face the wrath of the Straw Hat Pirates. It doesn't matter who you are or where you live."

It was freaking hard that a few times, he almost collapsed in the middle of a battle.

"Shishishi! It seems like Kuzan kicked your ass." Luffy giggled while Chopper started bandaging Liam.

"Luffy, don't move! You are covered with injuries." Chopper shouted, but he kept his eyes on Liam, who was ten times more miserable than Luffy.

"So, we are finally the Emperors of the Sea?" Sanji started smoking while he asked. He was standing behind them.

But when he didn't get the answer, Robin replied.

"They have fallen asleep."
