Chapter 78 "Absolute Loyalty"

Countries from all around the world were fighting over who would get to use the weapons technology that the Chitauri army left behind while the Osborn Group was setting up the superhero manufacturing chain.

Finally, all nations unanimously adopted a resolution at the UN General Assembly to create an organization that would represent all nations on Earth and addresses all issues relating to an alien civilization.

This institution has the power to represent all nations on Earth, deal with information about extraterrestrial civilizations, examine extraterrestrial civilizations' technology, and engage in diplomatic relations or host hostilities.

Sentient Weapon Observation and Response Division, or S.W.O.R.D., is the name of the entire operation used by this group.

The S.W.O.R.D in this world is entirely made up of people from Earth, in contrast to the S.W.O.R.D in comic books or movie plots. These people will elect representatives from different nations, be directly accountable to their nation's highest leaders, join the S.W.O.R.D Council, and take part in discussions and decision-making.

The director oversees a variety of extraterrestrial civilizations-related issues and is chosen by the parliament and given permission by numerous presidents of different nations. He has the ability to call upon the resources and force of the entire planet in the event of a serious crisis.

S.W.O.R.D is sometimes described as a technological, scientific, and armed organization.

S.W.O.R.D. organized scientific study teams from around the world will interpret the Chitauri weaponry. The Osborn Group's scientific research team is one of the first franchises to join the S.W.O.R.D and begin the task of interpreting alien technology. S.W.O.R.D. will also establish a separate armed group.

Naturally, S.W.O.R.D. does not belong to any nation or anyone on the planet and is only employed to combat the invasion of alien civilizations and safeguard human civilization worldwide.

S.W.O.R.D.'s deciphered alien technology will belong to all of humanity as a whole.

S.W.O.R.D. will continue to look after nations who have made greater contributions to scientific research and armed forces, such as the five hegemons, those that offer a significant amount of talent and financial assistance. Further discussion and improvement are required for the specific implementation strategy.

The S.W.O.R.D. formation plan is well underway, and nations have started choosing and appointing S.W.O.R.D. members.

Rorschach was initially intended to take part in the S.W.O.R.D. members' election process by Sitwell. After all, every candidate for office in the United States is a member of their own country.

Including the representative who demanded Rorschach turn over the Destroyer armor in a threatening manner. The council representative unintentionally choked to death at home while sipping water the day after the Chitauri War was over.

Sitwell extended the representative his deepest regrets on behalf of S.H.I.E.L.D.

Rorschach urged Norman Osborn to run for him because he thought it would be a waste of his time to choose members of parliament.

In this regard, Sitwell declared that he would do every effort to ensure that Norman Osborn was elected to the US Congress and that he would take further control of the S.W.O.R.D., allowing Rorschach to rule over the entire S.W.O.R.D.

Rorschach probably wouldn't readily believe it if someone else stated it. Rorschach is still prepared to take Sitwell at his word if he really is the current HYDRA leader.

"You did an excellent job, Sitwell." The person in front of him caught Rorschach's approval.

He must affirm that this individual is still competent to manage affairs. Sitwell was humbled by Rorschach's compliments and even more so by the fact that he had taught him all of this.

"If there is someone who is more difficult to brainwash and that person has a very good talent, it is a shame to murder him." Rorschach grinned as he continued.

A mind scepter is in Rorschach's hand. No one in this world is better at brainwashing than him. Loki can only use the mind scepter as a rod of fire to trick people, he is not allowed to employ the scepter's actual power at all.

Now that Rorschach has successfully communicated with the soul using the mind stone numerous times, he has essentially conducted a study on ways to use the mind scepter. He is even capable of permanently altering someone's thoughts and beliefs using the mind scepter.

Of course, the caster's spiritual will also play a role in this. The more powerful the spiritual will, the more challenging it will be to alter his mindset. It won't be too challenging if it is simply intended for regular folks on Earth without special talents.

Sitwell gave it some careful thinking. "There is a branch of HYDRA now, Mr. Rorschach. They appear to have unique thoughts. The Winter Solider Project's pertinent materials were destroyed, and the individuals from that branch gave me a lot of trouble, but I was able to resolve them all."

Sitwell gently added after looking up at Rorschach to make sure the latter wasn't offended, "Not long ago, that branch took away the last Winter Soldier that I had frozen,"

Rorschach listened, tapped the table with his fingers, and asked back, You're talking about a HYDRA branch run by Baron Strucker in Sokovia, right?

"It's him!"

Sitwell dipped his head, but he didn't appear astonished that Rorschach was aware of the other party's specifics. After all, Rorschach is a deity who has omniscience and omnipotence, according to Sitwell. The triviality of knowing a disobedient in HYDRA is just too much.

I've been trying to locate them for a while, but the Loki and Chitauri civilizations kept me from doing so. Rorschach nodded while grinning.

Two famous individuals can be found among Baron Strucker's experimental survivors, which is in line with the original plot's suggestion that he should be doing some sort of death virus experiment.

One is Wanda Maximoff aka Scarlet Witch. The other is Quicksilver, also known as Pietro Maximoff, the twin brother of the Scarlet Witch. Although Quicksilver is actually the younger brother and Scarlet Witch is the elder sister in comic books, these distinctions are unimportant.

What matters is that in the original story, HYDRA obtained the spiritual scepter and utilized it to activate the two characters' unique abilities. Particularly Wanda, who was a potential witch from birth and had magical abilities even as a small child.

When they were ten years old, Stark Industries' weaponry attacked them, killing both of their parents. Baron Strucker lured the siblings into the HYDRA facility where they were subjected to a number of gruesome experiments.

Wanda's magical ability was later substantially improved as a result of interaction with the mind stone, allowing her to manipulate chaotic magic and grow into one of the Avengers' most powerful magicians.

Scarlet Witch has unquestionable power. It's no joke that one word can render all mutants powerless. One could argue that Wanda's destructive power is nothing short of a cosmic catastrophe once she loses control.

In order to keep Rorschach from losing control and endangering the security of the entire world, it is obvious that she cannot be left alone and even needs to be properly taught this form of existence.

"Sitwell, this is a good chance. It just so happens that it can use the commotion in Baron Strucker's branch to finish cleaning up HYDRA internally. It's time to get rid of all the old-school HYDRA zealots. What I'm after is a horde of hydras that will submit to my every command." Explained Rorschach.

Members of HYDRA who support Rorschach might no longer be HYDRA in the conventional sense. Instead, they remain hidden and focus on covert organizations that perform unsavory tasks for Rorschach. He only values HYDRA members who are devoted and regard themselves as gods.

And there is no need to keep those zealots from the past, those unreliable elements.

"Understood, Lord Rorschach. I'll do what needs to be done, and I won't let you down. This time, I'll get rid of Baron Strucker's uncontrollable elements and allow HYDRA to undergo a new metamorphosis." Sitwell gave his word.

Despite not appearing intelligent, he excels at attempting to understand the views of his superiors. Sitwell makes it quite apparent that while Rorschach may never truly trust HYDRA, those who endure this internal purge—at the very least the core staff—will win Lord Rorschach's priceless trust.
