Norman smiled. This was already far superior to Grade 9 Sects in quality. Unfortunately not enough time has passed for the disciples to grow up and reach the 1,000 Qi Refiners yet.

Norman never had too much hope for Fourth and Fifth Class Cultivators. Maybe the Fifth Class Cultivators will reach the Fifth or Sixth Realm by the end of their life, or if they use their Contribution Points smartly they might reach the peak.

But that's it. It's at best useful for managing cities or taking care of shops and basic farms for the Sect.

''8 Deacons are quite stretched managing such large groups.''

Norman frowned slightly. 8 Deacons are far from enough to manage thousands of disciples and the distortion might get higher and higher in the future.

''Although Outer Disciples will eventually become Deacons the process won't be slow. This is the downside of starting a New Sect, the infrastructure isn't in place for at least a few generations.''

Norman suddenly thought of an idea as his voice spread over the sect.

''Deacon Mary come and see me!''

Soon Mary was kneeling in front of him at the base of the hall.

''From now on we will implement a Chief Outer Disciple System. For each group of 10 Disciples select a Chief Outer Disciple responsible for overlooking the 10.''

''For each Chief Outer Disciple if they complete their task well they will receive 10 Contribution Points a year and the authority over the other 10 disciples. It is up to them to decide whos the Chief out of the 10 disciples paired together.''

''At the same time do the same process with the Handymen but one for every 100.''

Fortunately the System is still quite reasonable. The Contribution Hall Tasks can be set as long as the System deems that the effort is worth the reward.

And managing these Sect Disciples is deemed a worthy task for 10 Contribution Points.

Mary immediately rushed to tell the Outer Disciples. And it immediately caused a faint sense of excitement to spread across the Sect.

A day later Inside the Imperial City of the June Empire, Katy and Morgan sat opposite each other.

''Hah I assume you won't have any issue we with becoming the Chief Outer Disciple?''

Katy smirked, the pressure from her body exploding out. She was actually a Sixth Realm Qi Refiner already!

''Of course not Senior Sister. But I don't know whether those Juniors would be willing to accept it.''

Morgan showed a faint look of confidence in his eyes. The rest of their group was made up of First and Second Realm Qi Refiners. Except for two brothers who received the Spiritual Liquid!

Naturally having risen to the top of the group rapidly their own confidence had skyrocketed. How could they accept these Senior Brothers sitting atop them?

''Hah well it's time for them to realise that realm alone doesn't mean strength!''

Katy's eyes flashed with contempt. Don't underestimate the gap between Black Grade and Earth Grade techniques.

Each of her beasts are equivalent to another beast in the Realm of Qi Refining. And as Spiritual Beasts their physiques are far better than humans.

Her hands stroked the bunny gently. This beast had been with her the longest, and with her mutual cultivation had reached the Fifth Realm of Qi Refining! While the other two animals in the Fourth Realm of Qi Refining.

As the two walked back from the Teleporter they passed by the Handymen area. All of the Fourth-Class Disciples smiled and waved with flattering looks.

Even as the duo entered the Outer Sect Area most people greeted Katy with happiness.

After all she has two identities. A Talented Cultivator with an Earth-Grade Technique, and the first disciple of a Deacon.

''You two are the ones that disagree with me becoming Chief Outer Disciple?''

Soon Katy and Morgan arrived at a fancy Courtyard, one of the better ones available in the Outer Area.

Sitting on two soft futons outside the courtyard were two young boys both showing slightly disdainful looks on their faces.

Each of them were lucky enough to be selected to use the Spiritual Liquid and were chosen as disciples by Deacon Pete.

''Senior Sister you can't forget your 5 original Named Disciples aren't alone anymore. We are no less talented but we just came along a little bit later.''

The boy showed a faint look standing up from his Futon. Instantly his energy burst out from his body. Fifth Realm Qi Refining.
