Reason

Gods had governed the universe and each world in it, there were billions of gods all over so they could be grouped to handle specific worlds.

Not even the gods knew how they came to be, some say they appear by the light of a dying star and some say they just start to exist but no one knew for sure. Gods were unlike the beings they supervised, they were stronger, smarter and better in every way however. They all lacked emotion.

Emotion was a gift only humans and other species around the universe could have, it allowed them to feel, laugh, love, get angry, get envious but gods weren't allowed this privilege. Emotions clouded your judgment but every now and then gods are cast out due to these emotions.

Gods supervised the realms the humans lived in, they controlled events, controlled actions and some god's even controlled the humans but all of these actions were made with a clear-concise judgment that was not clouded by bias or love. Gods could get defects from "staying" with their subjects for too long, they start to act with emotion. Instead of making the necessary tough decision, they make one that leaves everyone happy.

This was the same with Ikarus, he had gained an emotion and had used it to cause an event that shouldn't have occurred and since gods couldn't be killed as punishment he was cast down to the world that he destroyed.

Ikarus had just remembered what he did and even he knew that he made a mistake. He gained one of the worst emotions a human could have. Anger.

Due to reasons he seemed to have forgotten, Ikarus allowed Archduke Franz Ferdinand to die. Thereby sparking a catalyst for world war 1, he had made an outcome that prevented the first attempt at the Archduke's life but for some reason he allowed the second. He could recall that day vividly the murder of the Archduke in the Bosnian capital of Sarajevo on June 28, 1914.

His anger had turned to evil but most importantly his anger had led him to hurt so many innocents. He had asked Wilbur the meaning of true evil to know whether he would fit the category and Wilbur's answer described him.

"I will reset myself."

A way for broken gods to return to the heavenly realm was to reset themselves, this wasn't easy however. The requirements for a reset were 1000 human souls and with being a god of outcomes he didn't have a surefire way of obtaining them.

The reason he needed a thousand souls was not known to many, on the severing peaks lay a primordial entity that lived way before the big bang. Some say that he can reset time for gods, if he is presented with enough souls to satiate his hunger.

Idea.

Using the abilities he already had he would use his life force to grant wishes for people that came to visit him, however if they failed he would obtain their souls and to make sure he obtained their souls he would keep their bodies in a constant state of pseudo purgatory. Separating body from mind therefore slowly breaking them until they lose all ties to life as a whole.
