The Urth federation had a much bigger disturbance due to the nightmares that had been silent recently, this did well to cause panic among the higher-ups, the cause of their attack on stronghold eleven was already known to the top figures though they couldn't do much about it.

Stronghold Eleven was the poorest and the least developed in the federation, it didn't even have the zenith sky.

The zenith sky was the huge covering that encompasses the entire stronghold, its height was unknown but it did seem to pierce through the sky. The citizens of stronghold eleven were rather low class compared to other citizens because of the clear difference between them.
