I think that it's both a reasonably safe and mutually beneficial arrangement.

Once the mages start to spread to the villages, we will have dozens of outposts training our residents. With that base established, we will be able to turn out thousands of trained workers every year. They are ones who are already migrating to fill gaps in skills, so as long as they are replaced, either with incoming beastkin, or with reproduction, it shouldn't be an issue to send quite a few of them off world for work."
