Because the power grid was split up across the town when power was down for one area it wasn't necessarily out for the other. Had City Hall still been in its old location it would have suffered the same outages as it was on the same grid most Outertown residential areas shared, it was why it has been designated an emergency shelter as well as it had a number of backup generators and connected to the new water main. The new City Hall was much more grandiose than the previous incarnation. Despite the amalgamation of disastrous artistic decisions on the original building: they happened to be some of the cheapest at the time and hardly turned over the budget.
