The way they appoint leaders is not by a line of fair democracy, but a strategic mixture of battle and politics. Instead of letting each faction alternately appoint a leader from each faction, the last form of the election became a landslide for the Sagans, specifically for their win due to the help of the firm backing of the Academy.

For three generations now, the Sagans have been getting their higher share of dominance. But, this time, it was a deftly impartial decision of their current leader to give this statement. “To all those, some might already be aware of this, but the advocacy for the Kabay faction’s leadership has been strongly opposed for so long while the Sagan’s have become undisciplined, truth be told.”
