When he got there the first time, the entire place was empty, devoid of almost any life. And in the few hours since, it somehow turned as busy as the commercial capital of a huge country during the peak trading hours. 

'What is…' Theo hesitated for a second, only to realization strike him a moment later. 

Food distribution. Refugees from the invasion finding themselves in this camp. This being entirely a high-profile military operation…

"Ah, that makes sense," Theo muttered mere moments after witnessing the massive crowd for the first time. "Everyone's eager to get some food themselves!"

It wasn't Theo's genius that made him get up early for the sake of food. It was damn logical thinking.
