The ordinary world is not what it seems.
Many strange events unfold in the background but go unnoticed by the masses or are covered up.
A supernatural world exists along with the natural world which can only be seen by those called Balancers.
Spirits and Evil Spirits exist along with Balancers who possess unique powers to see and fight them.
Among the many ordinary humans, a girl undergoes a lot of suffering and experiences a prophetic vision.
It grants her knowledge of the hidden world and of some future events.
The girl loses almost everything she has and then takes the steps needed to become a Balance Breaker.
Her past identity has to be abandoned for the sake of survival so she renamed herself Ash.
Ash gains the powers of a Skin-Walker and begins living in such a world taking on the appearances of others, experiencing their lives and living under the mask of another person.

Such things would not be done in certain cases where corruption and altering of the rankings were involved, but it was not always without consequences.

If someone were abusing the system so much that they were creating bigger problems for everyone, then things would no longer be able to continue in that way.

Something would have to be done about it eventually, especially if it affected the Balancer Association in some way.

It was the same for an organisation like Cerberus, as it was full of people who had gotten to their present ranking and needed to be qualified to be able to keep that position and qualify for their next promotion.

If they cheated their way through it or got help in some way to aid them in getting to that position, then it could create problems later once they started being given greater responsibilities that they could not shoulder properly.
