When an institution becomes large, its internal bloating inevitably starts to decay and dull, compared to the thousand-year-old Edict Prison and Heavenly Prison, the framework of Black Prison, which only has decades of history, appears extremely simple.
Directly governed by the Black Scale Guards, the highest officer is the Judge, under whom are three levels of prison wardens, Heaven, Earth, and Man. Among them, prisoners are held in corresponding levels of jail cells according to the degree of danger and social status from high to low, watched over by wardens of matching rank.
And to prevent wardens from being bribed or swayed by prisoners due to long-term control of an area, Black Prison implements a strict rotation system and a one-way intelligence isolation policy.
Every half month, the wardens are rotated to supervise different cells.
Every two months, the Judge activates a mechanism that envelops the entire Black Prison, moving the cells around, scrambling the arrangement.
