Although her own mother and senior Fanny didn't seem to think much of those Twelve Disciples, no matter what, they were all Sages. If senior Fanny's insider info was accurate, they might have even been part of the Thirteen Sages.

You must know, the current Council of Sages only has thirteen Sages governing collectively, which means the God King Sect back then had essentially created a Junior Council of Sages internally.

What is this concept? What does this mean?

A Sage is not something as common as cabbage; in the Witch World's history of tens of thousands of years, there haven't even been a hundred Sages. Considering it was the early Dragon King Era, the number of Sages was certainly fewer, probably only around twenty to thirty in total.
