You get the idea that the stress of being in charge at such a difficult time has been getting to her, and while she might have the qualities of a good town leader, they're bound to be tested in the face of apparent dissatisfaction. You think she has the right ideals, at least; but you know that sometimes that's not enough to get the job done.
