The Council - Fiore and Alvarez

The man who held the second seat of the Wizard Saints sat in the council room alongside the other council members. He was the one to call upon today's meeting. While not actually a member of the council himself, he had enough authority to do so as a God of Ishgar.

"What news is it now?" Org questioned tiredly. "It's like the world itself is getting more chaotic these days…"

"That's right." Yajima agreed. "The last big thing that happened was the altercation with the Wizard Killer. Ever since then, he's disappeared off the face of Earthland."

"Not to mention the amount of dark mages and dark guilds that has been cropping up as of late. I swear they're like roaches. You kill off one and two more appear to take their place." Belno piped up from the other side. 

Draculos ignored all the chatter amidst the council members as he took the chance to study everyone in attendance. He has long suspected there to be a spy among their number. It was the only logical conclusion, there have been plenty of cases in the past where dark guilds they hunted abandoned their hideout at the last second when rune knights came to destroy them.

He's been doing his own investigations, and just recently he found out of supposedly secret information that was leaked to the enemy.

He had no proof, which was why he never shared his findings with anyone else. Not even fellow members of the Gods of Ishgar. At this point, he even doubted the loyalty of the Wizard Saints. They were the only other people aside from the council who were privy to some of the more sensitive information.

The double doors to the council room swung open as Siegrain and Ultear made their appearance. Both were young but already had enough strength and power to be considered a member of the Wizard Saints and a council member.

He would admit to not knowing much about them, due to a lack of actual conversations made between them. Perhaps he should make some time to get to know Siegrain a little bit more, just to gauge his mindset and beliefs.

"What did you call us here for, Draculos?" The Chairman of the council, Crawford Seam, asked with a questioning tone. "Not even I am privy to today's topic. Is something the matter?"

As everyone finally seated and settled in their respective chairs, Draculos addressed the room. "As everyone here knows, the amount of dark guilds that have been prevalent in recent times are skyrocketing. They are getting braver, smarter, more dangerous. While we aren't short of powerful mages to combat them, especially considering the next generation is forming to be a more splendid generation than the previous one, a more proactive approach is needed to ensure the safety of those who are innocent."

He had gained the attention of everyone in the room, so he decided to drop the kicker. "A few months ago, I sent a spy to enter their ranks. He joined with a newly established dark guild and established good relations with his master. A few days ago, something happened in the underworld. He had just recently made it known to me." Draculos' eyes sharpened as he gazed at every member in attendance. 

"As of this moment, the dark guilds have all united under the name of the Balam Alliance, led by three major dark guilds. Oracion Seis, Grimoire Heart, and Tartaros. As of this moment, they possess the largest collection of dark mages to ever exist."

His announcement was met with stunned silence. Before the entire room erupted into shock.

"You're kidding!" Michello exclaimed with wide eyes.

"There has to be a reason for this. How did such a large meeting go on interrupted? Why did we do nothing to stop it?" Belno asked in a calm manner, but there was no hiding the surprise in her tone.

"How certain are you of this information, Draculos? Can this spy truly be trusted?" Org questioned.

Draculos nodded. "The legitimacy of the spy is unquestionable, that I can assure you. I even have proof of this. The spy had managed to record the last bits of the meeting with a vision lacrima. There's something worrying there that would interest all of you."

He pulled out a vision lacrima that was paired with the one connected to his spy's. Upon activation, a beam of light shot towards the wall before expanding into a large screen. 

Every council member had their eyes trained on the screen, as it finally showed what they needed to see.

The screen showed three people in particular, all of which had a sort of presence that could be felt even through a lacrima. 

"These three are the masters of the three guilds in charge of the Balam Alliance. Mard Geer, leader of Tartaros. Brain, leader of Oracion Seis. Hades, leader of Grimoire Heart." Draculos announced to the room. Much to his chagrin however, focused on the screen as they were, none of the members displayed any outward emotion besides the usual trepidation of shocking news.

'Was I wrong? Is the spy not a council member? Or perhaps they are too well trained to not give anything away?'

The screen then showed the three leaders addressing the entire room. While no sounds could be picked up since there was no audio lacrima attached, they all saw how the screen shook suddenly. From the perspective of it, they concluded that the spy had fallen onto his knees for some reason.

That was when they saw everything. The spy had angled their body just enough for them to see what happened next. They saw how the three leaders massacred over two hundred people within seconds. It was merciless. It was terrifying.

Draculos kept his composure as everyone reacted to that particular tidbit. The members who were less used to violence like Belno and Michello threw up, while others like Ultear, Org, and Siegran merely grimaced. 

It was the Chairman's reaction that he took note of the most, as the usually jovial man had a dark and serious frown on his face. 

"As you can see, this is a matter to be taken seriously. Which is why I propose an update to the registry. Mard Geer, Brain, and Hades are to be considered the most powerful and dangerous dark mages of the current era. With the prowess they have shown, I won't be surprised if each of them would be a match for the Four Gods of Ishgar."

"A-Are you serious? Dark Mages reaching that level of strength is unprecedented!" Michello sputtered.

"I agree with Draculos." Siegran interjected as he folded his hands in front of his face. "As a Wizard Saint, even I don't have the confidence in properly dealing with these masters. Not to mention the known forces that these dark guilds have in their disposal. Don't forget Bluenote Stinger is a well known officer in Grimoire Heart, and Tartaros is the former guild of Grilthos the Wizard Killer."

"Then perhaps a proper update to the registry is in order?" Ultear suggested with a wry smile.

"Agreed." Gran Doma concurred. He then looked towards the man who sat at the head table. "Chairman?"

All eyes turned towards Crawford Seam as he sat there in silence. He leaned back in his chair as he closed his eyes in thought. After a few seconds, he opened them again before nodding in agreement.

"Very well." The Chairman affirmed. "Let us begin the discussions."

Draculos went back to his seat as the talks finally began. He may not have succeeded in his actual mission of rooting out the traitor, but with the registry being updated, at least knowledge of what occurred would be spread towards all light mages in the country. It is imperative they put a stop to this madness as quickly as possible.

The discussion went in earnest, only to be finished after a few hours. In the end, large changes were done towards the registry, being shown into the wall with another vision lacrima.

"Throughout history, none had surpassed Acnologia and Zeref as the Apocalyptic Threats." Belno mentioned. "Then again, the world will be over if dangers of that level appeared out of nowhere."

"The registry will be documented and informed to all the Light Guilds in Ishgar." Org said. "Hopefully, with knowledge of the coming Balam Alliance, they could prepare their own mages for the inevitable dangers in the future."

"Perhaps it would be a good idea to inform King Tomas about these recent incidents? Having the ruling family know of these things could be good." Yajima suggested.

"Agreed." Gran Doma. "I shall meet them myself."

The rest sent a chorus of agreements as the meeting came to a close. While he didn't get exactly what he came here for, Draculos could suffice that it's at least a step in the right direction.

— August, the Wizard King — 

In the heart of the continent of Alakitasia, lies the capital city of the Alvarez Empire. Vistarion, seat to the mighty Emperor Spriggan, held a palace that was fit for a king. With massive walls made of sleek stone and towers that pierced the heavens themselves.

August, the leader and general of the Spriggans, sat in the council room, busy handling the Empire's affairs. In the room with him were a few other members of the group, Irene Belserion the Scarlet Despair, Jacob Lessio the Assassin, and Bloodman.

He had recently been privy to some new information, given by the Emperor himself, which was the reason he invited his peers to meet with him.. 

"We're here now, August." A scarlet haired woman started the meeting. Irene Belserion is quite possibly the only person in this world that August would ever claim to be his equal. They have mutual respect for one another. "What did you want to talk about? I thought all our preparations to claim Lumen Histoire are finished?"

Jacob, the expert assassin continued. "Perhaps there are unforeseen circumstances regarding the mission?"

Bloodman merely sat there in silence, as always.

The Wizard King replied in a calm voice. "I have recently been contacted by his majesty. You are right, Jacob. New information has come to light and it brings changes to our plans of invading Ishgar."

August lifted a palm to the side as pixelated blocks of light emerged from his fingertips, forming an image of a dark haired young man with a scar going over his left eye. "This is Dannis Martell, a mage from Fairy Tail."

"Fairy Tail? The same guild that possesses Lumen Histoire?"

August nodded. "Dannis Martell possesses within him a unique power that was created by the Emperor himself. One that is known as the Eclipse-Born."

Irene quirked an eyebrow. "I've heard of that term before. Something to do with devils, yes?"

"That's right. What you probably didn't know was that the Eclipse-Born was created 400 years ago, as the first ever attempt his majesty had made to revive his little brother in the project of E.N.D." August continued. "As we all know, Larcade was a failed experiment made by his majesty. An Etherious. While he became the strongest of them, he was not the first."

Irene immediately connected the dots. "So the Eclipse-Born is an etherious themself? How amusing. So how did Dannis Martell own this title?"

"Since he was the first creation, his majesty never put in the restrictions he had made with later Etherious. A mistake he quickly rectified, as Bloodman could most likely attest. Because of this, the Eclipse-Born had something that the rest of his kind did not share. Freedom. He was fully capable of independent thought, and shared none of the wants or needs of most etherious to 'return to Zeref' as it were. The Eclipse-Born would later on live his life like a normal person. Having a family and possessing descendants. Dannis Martell is one of these descendants. It is merely coincidence that he awakens the title at this time."

Jacob cupped his chin in understanding. "I see. After over four hundred years, that blood would be massively diluted. This boy is certainly lucky to have been the one to awaken it."

"And what does his majesty wish for us to do with Dannis Martell? Kill him?" Irene questioned. 

August shook his head. "His majesty wishes for us to take him. His power is apparently one that his majesty covets. During our invasion towards Ishgar, Jacob will have another mission in taking him from the country and bringing him here. While Irene, Bloodman, and I lead our forces, you will infiltrate Fairy Tail and take him."

The expert assassin nodded. "Sounds easy enough."

"Good. Mention none of this to Larcade. We don't need for his impertinent jealousy to get in the way of his majesty's goals. Is that understood?"

A series of nods answered him. "Good. Then the meeting is adjourned. I'll see you all soon."

With that, the most powerful people of the Alvarez Empire all stood up to continue their individual businesses.

AN: A council meeting of the two differing nations. At this point in time, the majority of the Spriggans are still children. So I have August, Irene, Jacob, Larcade, and Bloodman as the only members.

Before y'all go and murder me in the comments, the reason Hades, Mard Geer, and Brain are in the same tier as August and Irene is because they are all guild masters and leaders of the Balam Alliance. The Balam Alliance is much more dangerous here because it is a proper alliance rather than the non-aggression pact that it was back in canon. They are a proper army that spans the entire nation of Fiore.

The Hazard Registry is a tier of threat levels, not power levels. Kinda similar to how bounties work in One Piece. Otherwise, August would destroy the guildmasters in a head-to-head fight. Besides, no one in the council knows August and Irene are allies and part of the Spriggans.
