After observing Raikage's initial smile, the head emissary interpreted it as an indication that Raikage was in agreement with his proposal to assassinate the Jokan of the Fire Country. However, the situation swiftly took a turn when Raikage's countenance shifted abruptly from one of amiability to one of anger. Accompanied by a resounding bang on the table, Raikage rose to his feet and directed a stern remark at the head emissary, "Have you gone insane? Is your brain in your knees? Do you even comprehend the gravity of what you are proposing?" Throughout Raikage A's delivery, his voice resonated with an unparalleled sense of anger.
Responding to Raikage's rebuke, the head emissary asserted, "What do you mean, Raikage? And kindly watch your tone when addressing me."
Raikage retorted, "I am already composed in my articulation. If the circumstances were different, I would have readily administered a physical response to anyone uttering the words you just did."
Upon processing Raikage's vehement words, the head emissary found himself perplexed but opted for a strategic silence. Well acquainted with Raikage's fiery temperament, he recognized that while there might be minimal risk of physical harm, it was prudent to avoid any unnecessary confrontation. Thus, he chose to maintain a composed silence in the face of the unfolding tension.
"Have you not thoroughly perused the comprehensive report we dispatched to the Daimyo mansion?" inquired Raikage.
"Indeed, we have meticulously reviewed the entire report. That's precisely why we advocate for the implementation of stringent measures to subdue Jiryoku," asserted the head emissary.
"So, you affirm reading the report. Yet, did you overlook the segment where it explicitly detailed Jiryoku's assault on 'Mount Myoboku' due to their refusal to heed his warnings and thwarting his pursuit of revenge?" questioned Raikage, inserting a deliberate pause for emphasis.
Raikage proceeded, "Now, envision the repercussions if his beloved were to perish. I can assure you that, driven by the need to uncover the identity of the assailant responsible for his lover's demise, he would upheave the entire world until he brings the perpetrator to justice. Moreover, consider the slim chance—0.1%, to be exact—that he discerns Kumogakure and the Lightning Country's involvement in his lover's death. Even someone with the intellect of a child can predict that Kumogakure and the Lightning Country would be obliterated from the ninja world map."
"Yes, esteemed head emissary. While your proposed strategy might effectively deter Jiryoku from launching assaults on other major nations, the loss of his beloved is a catalyst sufficient for him to instigate attacks on all major villages and countries, driven by the singular objective of uncovering the true culprit behind his lover's, the esteemed Jokan's, untimely demise," opined Mabui, offering her insightful analysis on the matter.
Not only Kumogakure, but other major villages such as Iwagakure, Kirigakure, and Sunagakure, also received emissaries from their respective ruling countries. However, similar to Raikage, each and every Kage ultimately rejected the proposal.
Their apprehension towards Jiryoku was rooted in two main reasons. Firstly, there was the evident factor—they had all witnessed the formidable battle prowess and strength that Jiryoku possessed.
The second reason was a more nuanced one, revolving around Jiryoku's temperament. Unlike the first Hokage, Senju Hashirama, known for his gentle nature and reluctance to endorse further wars and bloodshed, Jiryoku presented a strikingly different personality. While the major villages had successfully negotiated with Senju Hashirama in the past due to these qualities, Jiryoku's disposition was marked by his powerful nature and a distinct lack of concern for anyone other than his family and friends. Furthermore, it was crucial to acknowledge that once Jiryoku unleashed a killing spree, the potential consequences would render it nearly impossible to safeguard anyone from the relentless wrath he would bring upon them.
Despite the emissaries from different major countries falling short of accomplishing their objectives, a notable turn of events occurred the following day: the bounty on the head of Jokan saw a substantial increase. This development made it abundantly clear that, while these Daimyos were constrained from taking overt actions, they could, at the very least, exploit the avenues of the black market to engage the services of skilled individuals with the sinister aim of assassinating Jokan.
