The Petnous Academy.

Ninety percent of the people in the world were cultivators which was not a surprise, it was due to the abundance of the Qi in the Petnous world, it was so not so hard to rise to higher realms as long as you fulfill the necessary conditions. 

With such a high population of cultivators, there had to be a way to restrict them and guide them to the right path, for grown-up cultivators the World Court was put in place to punish those who committed big crimes, but the world court was not so active pay say, the crimes it handled at first made all cultivators fear them so much.

For the still growing up hot-blooded youths, the academy system was introduced giving them a chance to interact with their peers, the academies were under the direct supervision of the empires and they all put the needed efforts into tech and their young generations for a better future.
