Perhaps most people don't know this, but Chloe is well aware that Rozen and Freon don't get along very well.

Freon has always held herself to strict standards as the head of the Sky Wizard Division. She never mixes personal feelings with work and even privately holds others and herself to high standards to be impartial and perfectly fulfill her duties.
In contrast, Rozen, though extremely capable, prioritizes personal feelings over tasks and work.
If Freon is the embodiment of rationality, then Rozen is the embodiment of emotion.
Perhaps in the past, Rozen always made rational choices, but since reaching a state of inner fulfillment, he has become less burdened by many concerns, insisting on living authentically without regrets.
Because of this, Rozen and Freon seem inherently incompatible, clashing fiercely whenever they meet.
If someone from Chaldea were here, they would undoubtedly find that Freon's stance and demands are very similar to Olga Marie's, only Freon is more capable, cold, and competitive.
Given this, it would be surprising if Rozen and Freon could get along.
Thus, Freon feels stressed whenever Rozen's name is mentioned and always grits her teeth when discussing him.
Of course, the two merely have incompatible personalities, not to the point of severe conflict.
Basically, Rozen respects Freon's position and will follow some of her instructions when necessary. Likewise, Freon, despite her numerous grievances against Rozen, highly recognizes his abilities.

"If he were willing, he could become not just the head of the Sky Wizard Division but also the head of Mistgun Academy or even hold a high-ranking position in Vibel."
This shows that Freon highly acknowledges Rozen's abilities and, like others, views Rozen as a hero and the future hope of humanity.
However, acknowledgment is one thing; the fact that they don't get along is another. Every time they meet, they argue fiercely.
So, Chloe knows how much pressure Freon feels because of Rozen.
"Is there no way for you to change his mind?" Freon asked Chloe, "I know how much he contributes to the Alchemist Division and how indispensable his talents are, but since the higher-ups have already made an exception allowing him to attend any course and freely use the Alchemist Division's equipment and facilities, why does he insist on transferring?"
In other words, if Rozen stays in the Sky Wizard Division, apart from some obligations, his situation is the same as in the Alchemist Division.
"There are still other members of the S128 Special Forces team. Even if he doesn't participate, it's okay. He can stay here as Mistgun's ultimate weapon. Chloe responded with a tone that suggested not to expect too much.
"Alright, calling you here isn't just to discuss this."
Chloe finally asked.
Hearing this, Freon composed herself and looked at Chloe.
"Actually, this time I called you because there's a troublesome matter I need to discuss with you."
With that, Freon brought up the issue she wanted to discuss.
Upon hearing the details, Chloe was first surprised, then thoughtful.
After a while...
"In that case, let Rozen handle it."
Chloe said outright.
"Let him handle it?"
Freon seemed entirely unprepared for Chloe's suggestion and was stunned.
Then, Freon frowned.
"Didn't you say he wants to focus on his research? Would he be willing to handle this?"
Freon's brow furrowed deeply.
"Don't worry." Chloe smiled gently, "Despite how he seems, Rozen is very good at this. Otherwise, there wouldn't be the current me and Kanata. He doesn't reject such matters and isn't entirely out of time. I think he will agree."
Saying this, Chloe added.
"If, as you say, those people are problem children, I believe the only one who can handle them and achieve what you want is Rozen."
Hearing this, Freon fell silent.
Then, she made a decision.
