Evading was not a solution; he could delay for a while, but not forever, especially since the Salvation Society was still awaiting his response, and it seemed there was no one else to consult except Puber. In fact, Komer didn't have much hope in Puber's perspective, as he didn't think Puber could offer any good advice.
Puber had been recruited by Komer from Ugru; he was preparing for the era of both Homer and Caucasus co-existing. As Lord Homer, Komer could no longer focus solely on Caucasus, and neither could Puber, but Caucasus couldn't possibly be subordinate to Homer either, especially when the entirety of Greater Caucasus, including Leon, had become a completely independent and free economic body.
Puber had not expected Komer to summon him to consult on such a matter; he initially thought Komer would ask him about how to manage Homer, which greatly angered him.
