According to the strategies, the Chu State naval force will initially be established with 5,000 personnel, expanding to 10,000 the following year, and then increasing by 5,000 per year. After ten years, a naval force of 50,000 personnel will be established.

This naval force of 50,000 will be split into five armies, each commanded by a general. Above these five navies, will be a naval commander to oversee them all.
