Medical teams and firefighters attempted to reach the scene but were halted by their superiors while the winged Holder's companions promptly put their plan into action. They cordoned off the area and ushered innocent people away, citing a terrorist attack. Some Holders offered their assistance, but they were mostly F-rated or E-rated.
