First day in Guilin Empire.

The current situation is that he is living in two bodies with one soul. When he sleeps in Xennor Empire at night, he wakes up at Guilin Empire during the day and vice versa.

So in other words he will have almost no sleep for his soul but his body will be fully recharged.

Right now it was his first day in the Guilin empire and he has fully understood his situation according to the memory received through this body.

This body has the same ember eyes and black hairs as himself and almost 70% of facial features are exactly like his.

Xie Linyue read through the reports while his Royal Bodyguard, The captain of Imperial Guards, Xu Li dazed around.

Xu Li's mother was the original owner's biological aunt. She married a man from a low background just because she was in love with him.

The Guilin Empire has almost blind loyalty towards the Emperor and the Imperial Family.

Everything must be known to the Emperor before anything can proceed and this has also caused the development of the Empire to freeze in time at some point.

He has read many reports regarding the misbehavior of the Superhumans and Martial Artists.

The Martial Artists are always fighting around and destroying public property while the Superhumans cannot completely control their powers which has caused a lot of unrest among the ordinary civilians.

As he was reading the guard said.

"Your Majesty, Right Prime Minister Zhi Wei requests an Audience."

Xie Linyue put down the reports.

"Let him in."

As he said, a young man appeared in his view, he had long blue hair and blue eyes wearing glasses.

He was the Right Prime Minister, Minister of Governance, and Administrator of the Guilin Empire-Zhi Wei, Age 45, Still Single and not ready to mingle.

"Uncle Wei, Please have a seat."

Xie Linyue said so and waved to a maid to make tea.

Right Prime Minister sat on the chair and soon a maid served him tea.

"Your Majesty, This Minister apologizes in advance, I will be blunt. Your Majesty, We need to take care of the Qilin Plateau matter as soon as possible."

Qilin Plateau? He has read the report related to this matter already.

The matter was quite simple but the solution was difficult.

The region, known as the Qilin Plateau, is home to a substantial population of superpowered individuals with extraordinary abilities. These powers have caused tension with the ordinary citizens in the area who fear the superpowers might misuse their abilities.

Recently, a group of rogue superpowered individuals has emerged in the Qilin Plateau, exploiting their abilities to engage in criminal activities and resist government authority.

This has led to public protests and can lead to a potential revolt.

Xie Linyue thoughtfully said.

"Minister Zhi, What do you suggest?"

He has this habit of keeping personal things separate from official matters, Even a title.

Uncle Wei is for when they are free and are not discussing important things, While Minister Zhi is to show that he is serious and not anyone lower than him.

Prime Minister Zhi Wei thought for a moment and said.

"Your Majesty, This Minister does have a suggestion. How about Your Majesty opening a channel of dialogue with the leaders of the Qilin superpowered community? We can appoint a trusted envoy with empathetic skills to negotiate with them."

Xie Linyue was silent for a moment and said.

"This move is a bit lacking."

Zhi Wei nodded.

"Yes Your Majesty, After all the superhumans are already used to being free and wild."

Xie Linyue nodded in agreement.

"That's why I suggest that along with the negotiations we need to make a policy transparent about its intentions regarding superpowered individuals. A series of town hall meetings and open forums should be held to address citizens' concerns."

Prime Minister Zhi Wei thoughtfully noted it down when he heard Xie Linyue continue.

"To mitigate the misuse of superpowers, establishing an academy or training center for superpowered individuals and this matter must not be delayed."

Prime Minister Zhi Wei was a bit stunned. There were schools and academies for Superhumans but they were teaching the old stuff and the graduates still had trouble controlling their powers.

"How do we do so, Your Majesty?"

Xie Linyue smiled slightly.

"We can ask the Martial Artist Society for this purpose."

Zhi Wei opened his eyes wide and his glasses almost fell down.

Yes, Why didn't he think of that?! The Martial Artist never had trouble controlling their innate powers...

Yes, Yes, Yes. This method is useful.

The more he thought, the more excited he became.

"Your Majesty, This Minister will prepare soon and submit a report as soon as possible."

Prime Minister Zhi Wei excitedly bowed and bid his farewell.

Xie Linyue sighed and glanced at Xu Li who was still in a daze.

This cousin is free.

He sighed and soon had lunch with Xie Xinchen and Xie Lianwei. The two siblings still tried to ask for money and a leave but they were both left with cold ignorance and gritted their teeth to beg.

"Talk later, I don't have the time recently."

Xie Xinchen nodded.

"Brother, I will come tomorrow."

Xie Linyue: Is there any difference?

He glared at this little brother but sighed.

Anyway, he won't agree to this matter.

After lunch, He again went to Imperial Study to read the reports. There were so many and he knew he couldn't finish them in a day but he needed to read them all as soon as possible.

The original owner took office just 2 months ago and still needs to know many things happening in the Empire.

The Original Owner's parents left the world early and after them, the Aunt took care of most of the Empire's problems but she was also not quite right in mind and when the Original Owner was 20 she threw all matters to him and went to have a beautiful love life with her husband.

She even gave her son to the original owner to use.

Xu Li was that poor child.

"Your Majesty, Minister Li Qiang requests an audience."

Xie Linyue sighed and again put down the report in his hand and answered.

"Let him in."

Then appeared a middle-aged man with sharp features, tall and strong body, tanned skin but still handsome.

Minister of Military Affairs-Li Qiang, Age 123, married, with 2 children.

"Uncle Qiang, Have a seat."

Xie Linyue said with a smile.

Li Qiang nodded and asked.

"How are you, Your Majesty."

"Still busy."

As he said he pointed towards the mountain of reports.

Li Qiang frowned slightly.

"Her Highness Mei is irresponsible!"

Xie Linyue laughed.

"Let her be, She was always a free person."

Li Qiang was still upset about this but he recalled the reason he came here for.

"Your Majesty, This Minister had something to discuss."

Nodding, Xie Linyue let a maid serve tea to Li Qiang.

"Your Majesty, This is regarding the recruitment and training of superpowered individuals."

Xie Linyue nodded.

"Uncle Qiang, Speak freely."

Li Qiang sighed and told the matter.

While the superpowered soldiers have been an asset, they are becoming increasingly divided along the lines of allegiance. Some are loyal to their respective regions or masters, which threatens unity within the military.

This division has led to a lack of coordination and trust among superpowered units, hindering their effectiveness in maintaining order, defending against external threats, and responding to crises.

Li Qiang is concerned that if this issue is not resolved, it could lead to a weakened military.

Not to mention there can a civil conflict.

Xie Linyue frowned, just what is happening in this Empire? The Superhumans are too wild and irresponsible.

Thinking so, Xie Linyue asked.

"Minister Li, You must have a solution, right?"

Li Qiang nodded.

Your Majesty, This Minister does have a simple suggestion."

Li Qiang believes that a strict loyalty oath should be imposed on all superpowered recruits, emphasizing loyalty to the empire above all else.

"So separating superpowered units by their respective abilities and training them independently can help deal with the trouble. We can also do rigorous background checks and monitoring of superpowered soldiers to ensure they do not have conflicting allegiances."

However, Xie Linyue had another opinion.

Yes, the suggestion given by Li Qiang was effective but not in the long term.

The superhumans had their own rights and should also be given the same amount of respect.

Xie Linyue said with some thought.

"Rather than strict oaths, I recommend promoting a sense of unity and shared purpose among superpowered units. This can be achieved through military rituals, traditions, and ceremonies that emphasize their service to the empire as a whole."

Li Qiang frowned, This...

Xie Linyue stopped him and continued.

"Instead of separating superpowered units,I suggest cross-training programs. This allows superpowered individuals to understand each other's abilities and build camaraderie. It fosters a sense of reliance on one another, which can enhance coordination."

Ah, Li Qiang was a bit thoughtful.

"Let them voice their opinions and we can see if they are useful and implement them."

By allowing them to voice their concerns and share their insights, trust can be built, and misunderstandings can be resolved.

Li Qiang understood the underlying meaning and smiled.

After a while, Li Qiang left with a smile and said that he will send a report soon.

While Xie Linyue was a bit thoughtfull.

Superpowered soldiers should be reminded that their loyalty is ultimately to their fellow citizens and the empire's prosperity.

Instilling a strong sense of patriotism and empire protection is a must and an urgent need.

But how to achieve this effect?

In what way?

Soon it was evening and Xie Linyue had dinner and went to sleep early.

After all there was another Empire...
