Several carriages rolled down the streets of blood Rock City, not too far away from Leon's new territory.

The territory had been gifted to Leon by the high Arbiter. Although it had been shrinked considerably, Leon now reigned supreme over the region assigned to him. And one of the downsides of this promotion was that Leon now needed to arrange security around his region himself.

The other lieutenants were no longer at his beck and call in issues of his territory, so he had to stabilise his security himself.
