Civilization.

Specifically refers to the social and cultural forms and states of existence in a particular region during a specific period.

The definition of civilization is rather ambiguous, and even in modern times, debates over what constitutes civilization persist endlessly.

The only certainty is that a so-called civilization is inevitably a social system constructed by a group of people who share the same language, culture, and values.

With the capability of an individual, no matter how great, it is impossible to independently construct a civilization. This would mean creating a system encompassing all domains and making everyone accept it as self-evident, which is far beyond the limits of individual capabilities.
