The current head of the equipment management department at the prosecutor's office, he was bewildered when arrested this morning, stemming from last night's fight. Those pieces of equipment were his 'private collection' over the years.

Who knew how these people stole from his 'collection' and used them for criminal activities? Initially, it was personal collection, but they used them, making it hard not to be accused of illegal trade.
These all have serial numbers; they were equipment he 'disposed of' under his authority.
