Why say that?
Look at how Boss Yan usually conducts himself; to put it nicely, he was a young man who had found success early and was a bit ostentatious. To put it unkindly, he was someone who disregarded rules, involved everyone in messes when provoked, and acted recklessly and irresponsibly.
It is well liked when he captures a criminal in the countryside. But selling beef in the city caused a whole lot of trouble; when someone from the Provincial City came to shake him down, he did not hesitate to cause a scene. It was like the winds were stirring up a mountain storm, and at the time, many were so frightened they couldn't sleep well.
Not to mention the incident a few days ago when he beat up the examiner during an assessment.
Combining these events, for some leaders who are accustomed to stability, it was no surprise that they would label Boss Yan a 'troublemaker'.
It was Boss Yan who stirred things up, but also he, amazingly, resolved all these issues.
