Were they still fooled into sending excessive amounts of reinforcements to Valenzia City despite their directors' precautionary measures?

The ten regions, except for Yon Augenn and Deltra, deployed a sizable portion of their armies and agents to help reclaim Valenzia's capital from the terrorists.

While the manpower sent by other regions wouldn't leave their capital cities defenseless, it significantly weakened their defensive capabilities.
