She was sitting on her throne in the council chamber. The room was full of nobles and courtiers, and the mood was tense. They were discussing the flooding and what should be done about it.

A noble stood before the throne, speaking to the room at large. He was a middle-aged man, dressed in expensive clothing and jewels. His hair was slicked back, and his face was lined with age. He had a long nose and a thin mouth, and his eyes were cold and calculating.

"We have been debating for days now, and still there is no solution. The lower district is flooding, but we cannot simply have the people of the lower districts live in our homes indefinitely. We cannot focus to make a decision on other solutions until we reach one for this."
